Net a great workplace time waster

Interesting stuff. 44% of surveyed American employees is 'wasting time' on the internet during work hours.

Seems to me that this is not a black and white issue. What constitute 'wasting time' online? Anything that isn't directly related to your job description? Anything that doesn't have obvious links to the content of your work? These seem like fairly silly questions. For my part, it seems to be increasingly difficult to draw a line b/w what might be seen as a 'waste of time' and what might be seen as something quite different (I'm not exactly sure). What is obvious though, is this survey and the assumptions is makes implicitly make claims about what is valued behaviour at work and the role of employees and their social and cultural practices in and outside of the workplace.

I wonder if anyone has done a similar survey on students and schools?
